Managing explosive growth at Sugar Creek Baptist

Sugar Creek Baptist Church in Sugar Land, Texas, has experienced phenomenal growth over the last decade. Located just outside of Houston, it is now one of the largest Southern Baptist churches in the United States.

With a weekly attendance between 10,000 and 12,000 people and a membership representing over 90 different countries, the church faced a significant logistical challenge: parking.

While growth is a "good problem" to have, the lack of sufficient parking spaces became a major inconvenience for members and guests.

The challenge: Moving thousands of people

To handle the overflow, the church initially relied on renting large travel coaches every Sunday to shuttle passengers from off-campus parking lots.

While effective in the short term, this solution was expensive and logistically rigid. Sugar Creek leadership knew they needed a more permanent, flexible, and cost-effective solution to ensure they never had to turn anyone away.

Bruce Ammons, the church's executive pastor, reached out to Carpenter Bus Sales to explore purchasing or leasing their own fleet.

The consultation and customized solution

Rick Cassels, the Carpenter Bus specialist for Southeast Texas, worked closely with the church leadership to understand their specific traffic flow and passenger needs.

After a thorough analysis, Sugar Creek Baptist Church decided on a mixed-fleet solution totaling 14 vehicles:

  • Eleven (11) 25-Passenger Mini Buses: These units serve as the workhorses for the majority of riders, offering a balance of capacity and maneuverability.
  • Three (3) Low-Floor Buses: These specialized units are designed to accommodate passengers with special needs, wheelchairs, or limited mobility, ensuring accessible transport for everyone.

Financial stewardship through leasing

A major factor in the decision was the financial structure. Rather than depleting cash reserves to buy the fleet outright, the church opted for a leasing program.

"We just felt that if we were going to solve our parking problems, we wanted to do it in the most economical and cost-effective way," said Bruce Ammons. "By choosing to lease the buses instead of purchase, we were able to acquire the buses without large capital expenditures."

This approach allowed the church to maintain liquid assets for ministry while solving a critical infrastructure problem.

Frequently Asked Questions

Why did the church choose 25-passenger buses?

25-passenger buses are often the "sweet spot" for shuttles. They are large enough to move significant groups of people but are easier to maneuver through parking lots than full-size 40-foot transit buses.

What is a "low-floor" bus?

A low-floor bus is designed with an entrance close to the ground and no steps to climb, usually equipped with a ramp rather than a lift. This allows for faster boarding for elderly passengers and those using wheelchairs, complying with Americans with Disabilities Act (ADA) guidelines.

Is leasing a bus better than buying?

For many non-profits and churches, leasing is advantageous because it requires a lower upfront investment (often just first and last month's payment). This preserves cash flow for other ministry needs while allowing the organization to use new, reliable vehicles.

Do you need a CDL to drive these buses?

Generally, yes. In Texas and most other states, any vehicle designed to transport 16 or more passengers (including the driver) requires the driver to hold a Commercial Driver’s License (CDL) with a Passenger endorsement.

Does Carpenter Bus Sales serve Texas?

Yes. We serve the entire nation and have a dedicated office in Waco, Texas, to serve churches like Sugar Creek Baptist. You can learn more about their ministry at the Sugar Creek Baptist Church website.
